I am gonna agree ^ to replace a quarter panel is a heft job when a lot can go worng so if the shop is not fimiular or doesn't do that often then no way should they touch it. I would sugest a pin welder to pull out 95% then a skim of bondo

One thing that you guys may not be aware of is that there is plenty of bondo involved in replacing a quarter panel. The old one needs to be cut out and the new one welded in. At the minimum the new one will have bondo on top of the welds so that they cannot be seen. Very similar to the way you plaster the sheetrock ends so that your walls all look like one piece.
It does sound like you probably did not need a new one to begin with if the damage was not bad to begin with.
