Buying a car and ship it over sea
I need your help. I am trying to buy a car and ship it over sea for a friend/relative. This is my first time doing this. Does any body know the process of doing such thing?
Do I have to pay tax and register it here in the state, California?
If I do so I will have to wait for the title before I can ship it. I was told that the dealer can fine me and get me into trouble for shipping new car out of this country. Is that true?

This might help. I know it is to Canada but these guys know how to do all the paperworks. Rest would be easy. I assume Cambodia has less regulations then Canada.

my parents run logistic company and i help out during the summers and we send out cars to korea usually so i only know about sending to korea but the process shoulda be similar... you have to pay around $1600 to ship to KOREA and then there is a import tax whic is about 35% car value. if the car is domestic to the delivering country (i.e kia,hyandai, etc...) the tax really small.

You don't have to pay taxes or get it registered, but the car should be paid off and you need to have the title in hand. If you're buying from a dealer, they will not let you take the car off the lot if you don't pay tax. You would have to get your shipping company transport it on a flat-bed or tow it from the dealer to their facility where they'll load it up in the container, which means you can't put miles on it to say that it's not "new".
The other option is to pay the tax so you can drive it and once it's gone out of the country, you can file for a tax refund and show proof of export. But that can be a very loooooooong procedure. Good luck.

I've done this before. I shipped my 04 Coupe to Germany right after I bought it. The laws are different depending on where you're shipping to/from. Plus, I'm in the military and was shipping the car to myself. (I already lived in Germany at the time) So, not sure how much help this will be, but here goes:
I did not pay sales tax, registration or title fees. Some states will allow you to skip paying sales tax when you purchase if you're going to pay them when you register. Since I did not register in the U.S., I didn't pay anything but the price of the car. The dealer had never heard of this so I printed the law (code) and gave it to the dealer...no issues after that.
If the car is financed, you will probably need a letter granting permission to ship out of the country. I needed that with the two cars I've shipped.
I don't see why the dealer would get in trouble for anything you do after you purchase the car though.
BTW, the G was fun on the Autobahn.
