Does anyone know what bumper cover/lip this is? And where can I find one? This is not my car. I just ran across this picture on a thread and have since then lost the thread

That's an authentic IMPUL kit which includes add on front lip, sides skirts, and rear bumper add on lip with optional rear spoiler.
