I've been driving without an undershroud for over 2 years. And I was super slammed. Decently slammed now. No issues.

You can get away without it, but if you have the ability to run with it, I would suggest it. The shroud will benefit you with slightly better aerodynamics as well as better efficiency for your cooling system and engine compartment cooling in general.

my car is an 03.. but after a major rain downpour my ballasts went out.. Could have been the age of the ballast or the rain. Im asumimg the rain becasue without the fender liner the ballast is totally exposed.

Both those guys are not in salt country, and yes it is a concern. If you drive salted roads, I would definitely not run without a belly pan or fender liners.
