You'll need to replace both bulbs though. You can buy a set form Amazon for less than $100 for two and do them yourself. If you only replace one, you'll have the problem of both bulbs having different colors due to color shifting on older bulbs. Maybe it's time for you to upgrade to the Osram CBI's for $200 a pair (most sought out after HID Bulb.) If not you can buy Philips 85122+ bulbs (also another favorite) or the regular Osram (Sylvania) 66240 HID bulb for less than $100 per pair. The size that fits our cars is D2S.
Replacing the ballast will take more work, and it will cost more since the part itself is around $200 brand new, but you can find that used for around $75 on ebay or so.

If it comes on and goes off, that suggests more of a ballast issue, not a bulb issue. A dead bulb usually turns pinkish or a different hue is it is going bad...and eventually won't fire at all. If it turns on and then goes out, it sounds like a different issue, most likely the ballast.
What you can do is swap bulbs between your passenger and driver side and see if you get the same problem. If you do, then you will need to change out the ballast. A new ballast will cost a couple hundred dollars.
Like I said before, you would probably need 2 bulbs, unless you don't mind one headlight being a different color or brightness/intensity than the other. Here's a link to Amazon. Philips and Osram are the most respected HID bulb companies in the automative lighting industry.

They're the best. You want the Matsushita ballasts, it's the direct replacement and they might have used ones available.

Thanks for all your help it is fantastic. I took it in to a local repair shop who was able to change the light bulb thru the wheel well, but that didn't fix it. They said I needed the ballast which was integrated into the whole headlight assembly that I would have to buy for 1,000.00 plus tax. 1284.00 installed. Do I really have to buy the whole assembly and if so, any suggestions on where I can get it cheaper?

The other reason is that Nissan parts do not sell the individual ballast by itself; they only sell the ballast as part of a whole new headlight.

You're going to have to remove the bumper cover. Change the ballast and lamps on both sides since you're gonna have the cover off anyway. Plan on taking around three hrs if you haven't done it before. Good luck!
