OBDII Issues "Not Ready" for Inspection and P1148
Back in October, I took my car in to be inspected. The car failed. I was told that the the reason was that some readings were "not ready" and that the Check Engine Light was not functioning, though they saw no codes (see inspection sheet below). I understand from past experience that this is normally due to not completing the drive trace required after disconnecting the battery, but at the time the car had been driven for close to 1500 miles prior to the last time the battery was disconnected (starter replacement in September).
This weekend, I bought a QuickLink Bluetooth OBDII reader, that allows you to communicate with the ECU and read and reset codes using a smartphone app. I had used one of these on my '05 Coupe and it served me pretty well. It gave a similar response, showing "Not Completed" for the same 3 systems that the Inspection showed "not ready" (see photos below) , but it also indicated that my Check Engine Light was on, though I have never seen it on on the dash display. It also reported back a code of P1148, which from my research here points to the Bank 1 exhaust manifold O2 Sensor (passenger side).
I plan to replace the sensor today, but my major concern is that the Check Engine Light does not come on. And I am trying to figure out what needs to be done to fix that issue.

With the engine off, put the key in the ignition and turn it to ON, this initializes a lamp check, if you see all the other lights but don't see the service engine light then it was likely intentionally broken by a previous owner trying to sell the vehicle.
You can also hold the odometer button while turning the key to on, then quickly press the odometer 3 times to put the entire thing in test mode, press it to make gauges move.
