Buy the most you can reasonably afford.
So if you got it , spend it.
A lot more options around 5-6k and even more around 10k .
But if all you can spend is 2-3k , buy the newest, lowest mileage car you can find.
I personally wouldn't buy anything from a place called GOTCHA !

If you are a good frame and body guy sure, if not I would pass on it. You can usually find a lightly bumped car that needs only 6-10 hours of repair for 3500-4000 range. That car is going to need major work and hours to be right again.
That car is going to need the left front unibody chopped out and replaced, if you're trying to rebuild it for a daily driver I would pass.
However if you just need an HR powertrain at a reasonable price then that's a pretty damned good deal since you get engine/tranny/diff/wiring harness/ECM/etc...
