The effectiveness of my ICC is not as good as it used to be. It takes longer for it to recognize, or sense, a car in front of me. Sometimes it loses the car. It's almost like the sensors could use a cleaning, but I'm not sure where they are, or if they can be cleaned. Anyone else see this kind of thing?

You could clean the sensor. If it doesn’t help it probably is what it is. Just the single rectangular sensor on the lower driver side front bumper.
IIRC… part is EOL’d and another member here had an insurance total out because a replacement for sensor couldn’t be found.

Check to make sure the sensor isn't cracked or damaged. It probably has a ton of grime on it which you can clean off with isopropyl alcohol.
