my civic failed smog...any suggestions?

well my daily driver car failed smog..a 1995 honda civic..because of CO.

CO (%)
max allowalbe on 15mph is .59 and mine is 1.00
max allowalbe on 25mph is .59 and mine is 1.38

any suggestions on what i can do to lower it a few poitns to pass? would oil change help..fuel injector cleaner? or anything?? thanks
