I try to thread it on but it doesn't thread to anything. I also pull it out but it doesn't come out? Help asap. What is this bolt?

Heard a rattling sound and found this bolt near the belts hanging loose. I try to thread it on but it doesn't thread to anything. I also pull it out but it doesn't come out? Any help please.
