What is this part and does it need replacing?

What is this part (see image)? Haven't been able to pin-point it skimming through the repair manual yet.

After turning the car on, the ABS, Slip and VDC lights activate when (and only when) this part starts to buzz. After turning the engine and accessory off, it continues to buzz. It may stop upon restarting the engine and shifting into gear, it may not. At this point, it's been intermittent. Seems like it could be an easy replacement job. Any assistance you can provide is greatly appreciated.
