Leather Peeling Off???

Leather Peeling Off???
Has anyone experienced something peeling off either the steering wheel or the shift ****?

It sort of looks like a texture coat they added on top of the leather, but just not sure...

Any clues???

My shift boot is starting to peel. I am going to replace that later on.
