best place to get passport photos is Costco. $5 if i'm not mistaken.
When I went to La Paz to fish a couple years back they were checking passports already. I tell you, I'm glad I brought the passport just in case.

i submitted my app. and snapped my photo's at LCC for a grand total of $103. eta is Dec. 12th. i hope it doesn't take longer. if anyone is interested, see Rose at LCC in portable room 101.

Hehe yeah I was getting mixed opinions on the passport or not thing... So I got it anyways because i'll need one next year if I go to the Atlantis resort.
