Just as an example of the work put into this process, here's the year 2000 predevelopment plan for the new facility at Parcel 9.

right now there will be a group forming. it's in the process and will provide concrete information for all of us to see. that way we know what the hell is going on. They will be pushing for a watered down version of the WCF, it will be the essentials of the original HRP, less all the fancy sh*t. The ideal will not to provide for international an national venues, but to put the locals 1st. The original ideas did put the locals first, it had the international, and national venues have the higher end ofthe expenses, while we get the kama'aina rates.
There is also a group called SORT, Save Oahu's Race Tracks, that are implimenting condemnation on the privately owned land on which HRP was on. The cost of Condemnation is going to be relatively high, somewhere between $15M-$30M in tax monies, and by the time the State comes up with that money, there could be infrastructures, and a running business, along with other new running businesses and urban development, that will make it's real estate sky rocket...some $50M - $70M (more?). Thats not included the monies and elbow grease that SORT is asking from supporters - the racers, to create what SORT calls an association. SORT says there will be an open bidding process to see who will be the managing body of the race track...the starting bid is not yet know, because condemnation hasnt happend, so every one is blind, so is SORT without knowing how much money is needed from us.
Right now, SORT has no announced plans, but they're on working on something. They said that after condemnation, there will be an open bid on operating and developing a new format on the grounds. SORT wants to create an association that could press fee's to support the bid so that they will become the governing body in the track. will it be enough? no one knows because the State hasnt provided anything, just $1M in good faith to push for condemnation.
So what happens when the watered down WCF plan takes in effect. The state could see that it's not feasible to support an expensive cause to satisfy a minority when there is a place that has already broken ground.
Here's my take: my tax monies, your tax monies, and everyone else we know, and they know - tax monies would be used to condemn the place. Then we have to put up more money just so we can manage it? Then we have to put up more money just so we can use it? Just some things to dwell on.
