OK - so further on this:
CARB legal or certification is a bunch of bogus junk for a catback. If your getting headers or CATS - you'd want either Carb certification or OBDII certified CATS - if you intend on passing smog tests.
There are a few sets of headers that are CARB certed and will pass in all 50 states...such as DC Sport, among others. Many CATS are also smog legal, depending on your state's requirements...some only require that you have them and that your car passes the sniff test.
And as SKATERBASIST stated - the real thing to look out for is volume. Too loud, and the cops will get you anyway - then you'll have to make it quieter, swap out for something else, etc. You also want to watch out for the smell - testpipes will pass all of the noxious gases through the tailpipes, cops and others can easily smell it - and they will pull you over and site you, if you have laws that are that strict.
So - to sum up - catbacks are fine, smog-wise - just watch for volume levels when combined with headers, cats etc. Testpipes, likely not and they will give themselves away from the smell. HFC's will not stink and give you the performance edge, but are likely illegal smog-wise in MANY states - so don't get caught with them. Headers - get CARB legal ones, if your state requires it.
Also - just for general FYI - when it comes to CATS/testpipes - they are specifically designed for off road use - so I don't condone, or practice for that matter myself the use of them in any other way
