a little intake problem

ok guys i FINALLY got my Injen intake working, got the whole thing installed and done with but i came across one little problem. it seems that the long tube that goes down into the bumper has some kind of nut or bolt that is suppose to hold it in place, what my question is that do i HAVE to get something to hold it in place and if so what exactly do i need to bolt it down.

heres some pics of what im talking about.
hope it helps.

thanks

yea thats i thought but it's like nowhere near the hole where the bolt would go.
it seems like i need some kind of like rubber piece to actaully put the 10mm bolt in.
