Kinetix High Flow SMOG Legal Catalytic Converters

Anyone know if these are legal in TX? Appears OBDII is standard in TX, so does this make them not legal? Looks like $339 new, claiming 6-8 hp gain.
The guy at this part store claims they are legal in all states but CA, due to not having carb #, sound right?

Also have you heard of any alternative to these for legal HFC's?

If they claim they are SMOG legal they should be ok in TX.

Just cheap fancied up aftermarket replacement cats designed to make it thru 1-2 years of emission tests whereas robust oem cats usually last 8 years or more. All about the area of the platnium comb.

I have FI 300 cell cats and I pass emissions fine. Im in tx too
