Greetings,
On my 2004 G35X Sedan I have installed both test pipes and a Megan Racing Y-Pipe. Now, I need to finish off the back end of my exhaust, I have been told that a Megan Racing Catback wouldn't fit because I need an axle-back(?). But if I am not mistaken, an axle-back is just a muffler and I need a catback (primarily because I don't want to buy HFC's yet). So I request your assistance. What should I do from the Y-Pipe -> back? Again, I need at least a cat to pass my Emissions Test.
Oh, and let's try to keep this in a reasonable price range.

You have already replaced your catalytic converters with test pipes yet you want advice for exhaust after the y-pipe that uses a catalytic converter.

It's a bit confusing because it doesn't make a lot of sense.
A cat-back system is everything behind the catalytic converters. You were probably told a cat-back won't work because you already have the Megan Racing Y-pipe, which would be included in a cat-back system. You could buy one if you want, but you'd have to replace your current y-pipe to use it.
Now, regardless of whether you decide to go cat-back or axel-back, you're still going to run into the issue of not having cats. You don't really have a choice; if you want cats, then you're going to have to remove the test pipes.

The only exhaust that offers what you want (a HFC after the y-pipe) is made by Motordyne. It's not a full exhaust, but you would buy their XYZ Pipe (a y-pipe that allows you to use any 3 of their accessories, hfc, straight pipe, or resonated pipe). Then you would get whatever mid pipe and axle back you want.
