Yes you have to cut the hood to install pins.
The reason pins are needed is simple. The latch on carbon fiber hods is help in by resin and the fiberglass skelton, which combined are still not as stong as your factory hood. Espeicially with a vented hood because you can get an updraft which will lift on the underside of the hood pulling on the latch. (I hope that made sense)

Install was more difficult than I expected. Cutting the top of the hood was easy. Installing the nuts and washers from below requires that you cut away a fairly large hole on the underside of the hood. In hindsight, I should have taken off the hood before cutting. Overall, I'm satisfied with the appearance and function. It's nice to have the peace of mind that the hood isn't going to get airborne on me.
