You need to select the car panels with magic wand or magnetic marquee, which ever works for you. Then in a new layer, lay down a layer of black.
Then in the original layer, duplicate it, then desaturate the layer thats on top of the other. Using the same selection you had of the black panels. adjust the contrast and exposure so it's dimmer. and use surface blur on this layer also.
Now go back to your black layer, turn the blending mode to overlay, and turn down the opacity to about 75% do less if you want it lighter.

Best I can do; 3 layers total: duplicate the layer, added black layer, kept the blue and green colors on the second layer, 72% opacity on the black layer, & erase all but black over panels. ...on a vs-xx shouldn't look bad right?

WOW! Sitting here reading this thread HELLA late. Regardless, I think matted rides are sick as Hell. I'm contemplating matting my '06 G Coupe with some CinCityDesigns head and tail lights, carbon fiber hood and trunk, with a more aggressive front and rear bumper set up, maybe some skirts, and Volks with matted spokes. There's just something about that look that makes me say "DAMN" every time I see it.
