try sand paper , probably your best bet, in terms of cost

I painted my headlights last winter and had to strip some paint off cuz I messed it up. I used Duplicolor paint stripper and it worked fine. I just sprayed a thin layer, waited a bit for paint to bubble up and washed it away with water and brush. Re applied it in the areas where it did not remove all of the paint and repeated the process. Did not hurt the plastic one bit.
As a safety measure might wanna spray it on something plastic before you spray your grille just to make sure it will not hurt it.

I wouldn't. Goof off is pretty strong, might melt the plastic. Paint strippers lose their effect once they get mixed up with paint that they are removing, goof off does not, it continues to dissolve things.

i would imagine trying to used some paint stripper liquid would be hard then jus using sandpaper.

it comes in a spray can, all you do is just spray and wash away.
