Replacing Clearance Lights

I got my new PIAA bulbs in today for my clearance lights. Do I have to take the front wheels off in order to install these bulbs? I did a search but it returned varying information. Would like to know for sure one way or the other.

FYI, I got the lights replaced. You don't have to take the wheels off, just the fender covers. About 4 clips, 8 bolts and some phillips screws. It took me about 45 minutes to do both, but could probably be done fast by someone more mechanically skilled.
