piaa fuse ?
Hey I just got a new set of headlights and they came with piaa
super terra 5500k wedge leds and piaa xtreme force H4 4700k for the fogs
theres this fuse looking type thing with what looks like a resistor inside added into the red/green (power) wire coming from the clearence strip bulb and has to butt connectors on it what is it ?

I believe you answered your own question.
The part you are holding looks like a resistor, which I believe is necessary for the PIAA super Terra wedge LED's to operate. It may cause interference with the normal flashing operation of your signals without it, that is if I remember correctly......they were all the rage because of there brightness sometime back.
If you change out the LED, then you can remove that from the circuit and install regular LED's or 168/194 bulbs.
