Thanks to all the input. I found a part supplier on the site ($270 CAD) full fixture with ballast etc.

Also the DIY seems really simple, so I secured a nice and warm indoor location to do this.

again, thanks for the input...

(PS, customs/duties are a Beeaaatch)
