I use that new hard metal diamond-type wheel on my dremel to cut open side markers. It works very well and would say to use the same for the tails.

Yea, that guy who was doing the LED sequential bar for the sedan tails had some pics up somewhere.

are those LED's red or white? as in, the color they emit....

 

They emit red. If you use white, then stick a red lens over it, your output will be absolute junk. LED's emit a narrow wavelength of light as opposed to a bulb which just spews everywhere. The red lens of the tail light would have filtered out almost all the emiited light if I did not use red.
