High beam works Low beam Doesn’t?

Hello everyone I am having an issue with my driver side low beam. It won’t turn on after putting in a new fuse, new bulb and the ballast is probably a year old. I thought maybe the ballast was the problem but the high beam and LED’s work. The headlights are the spec-D ones with the one halo and LED on the side. Any help would be appreciated.

If I remember right the 06 low-beam xenon bulbs are always-on and the high-beam halogens just add to the lows. There are many fuses involved so you might need to check the FSM which you can find her:

Click through to find your model and year and then "Lighting System". Scroll to the bottom of that window and "Click here to download a copy". This will help you find all the fuses in the circuit. Hopefully that's the simple answer.

Swap ballast, lamp from the other side of the car that you know works. Then you can verify the components are actually working in the first place.
