Well.. changed clear bulbs and one doesn't turn on...

Well.. changed clear bulbs and one doesn't turn on...
Its the same side that wouldn't turn on before as well before I swapped bulbs.. any idea why it wouldn't be turning on, and if so.. how do I get it to turn on?

I thought these bulbs were universal in being put in.. but I guess not.. Thanks!
