Depends on what your intentions are. A true fog light will never have a blue coloured beam as it produces too much scatter and reflection.

I don't think you want to do that...
since our fog lights are also our high beams, you'd burn out the bulbs really fast if you frequently have to flash someone...
HID bulbs need a second or two to warm up, and flashing, or the action of re-striking the arc for multiple times within a short period of time, will cause premature burnt-outs...
that's why on cars equipped with bi-xenon head lights, i.e. MBs, BMWs, and Porsches, they have two sets of highbeams, one for flashing, and one for illumination....
of course, this problem can be avoided if (1) you avoid flashing or (2) you always have your head lights and fog lights on and use one of those bi-xenon h4 bulbs. That way your fog will always be warmed up and ready to go or (3) you use single-pattern HID bulbs and lose your highbeam completely. The choice is yours.
