No, I always let the final coat dry completely and then begin the clear coating.

I waited about 10 minutes. Most people do anywhere from 15-30 minutes in between coats but I used a hairdryer set to the cool air setting which sped up the process a bit.

Wow theres a plastidip thread where someone didn't get flamed for using it on the first page? It's a miracle....OP it looks great in my opinion but you gotta drop that car ASAP!
