tinted rear lights - thats bullsh1t. a traffic cop cant write a ticket for that. but its Sunday. Do traffic cops work on Sunday? Maybe it was a police car.

Yup, he can do that to you. Can't say it happened to a more deserving guy. Just giving you my OPINION.
