Pink Slip in Virginia? True? Scam? HELP!!!

So I'm buying a car from craigslist, I live in San Francisco, California. This guy said this to me:

" I realized that the car is still titled in Virginia (where I purchased it originally). not a big deal, but I dropped a bit to cover any headaches he might incur. If you are still interested let me know at what price you would be interested.the title is clear of liens and in my name
but in virginia "

" I think you might in order to get the new title in your name registered with DMV. Because the title from Virginia was in my name and free and clear, the state of california never forced me to re-title. "

"
No pink slip. We did not have pink slips for Virginia.
Signature on the title. And then I also complete a Bill of Sale that I provide to you. I then go online to complete a vehicle responsibility transfer online
You take the signed title and bill of sale to DMV and they will issue you a new title. Easy. You will have no problems with the title or with the car. "

True or scam? Thanks for the help, I really appreciate it!

Are those exact words? If so, he don't even have good diction. Sounds to me like BS. I've heard Cali is pretty strict w/ titles (which I'm assuming you are reffering to "pink slip") and they do not make him transfer the title to a California registration? Whatever.
Is it for sale in San Fransisco, just w/ a Virginia title or is it in Virginia? Punch the VIN # on a google search, see what comes up.

Those are the exact words, I was talking to him on the gmail chatting box.

The car is in San Francisco, but with a Virginia title under his name.

I'm not sure if I should buy it or not.

Have him do something similar to what the classifieds on this forum requires. Have him take a picture of the vin (either on the dash or door jamb) w/ a written piece of paper w/ the date and his name. This should let you know if the carfax report he's sending matches the car. I'd look up the vin on google.

You can get the vin and goto any police station and have a vin verification. If hes military they are not required to switch the title or plates.

Title transfer in VA is just as he discribed it. Signed title and bill of sale is all that is required.
