^^^ Do a Goggle on gas prices and you'll find a few sites that monitor your area.

it is a ratio, but its based off a scale relative to iso-octane, with iso-octane being 100. There are other isomers that have ignite at an even higher pressure that can be used to increase the octane ratting above that of pure iso-octane.
