Never seen this type of license plate before, why advertise it?

Never seen this type of license plate before, why advertise it?

Took a drive to Milwaukee on Laborday weekend. Saw this plate, I didnt know they made them. I know its kinda blurry (still had to drive and only had a compact camera). On the sides in vertical it says "RETIRED SENATOR". Not sure if you always want to advertise that. Has to make it easier with the cops. Cant say I recognized him. I have seen maybe 3-4 one digit plates in my life.
