calvin, i also added a motion blur to the body of the car. just looks fuzzy

^wow, nice job. second should be similar, just match the shape of the eliptical selection with the wheels.

here u go..

1. after u opened the picture. press ctrl+J.. this copies the entire picture into a layer
2. with the copied layer.. filter>blur>motion blur.. and just play with the angles and the distance
3. get the eraser tool and put the hardness ALL the way to the left.. and just erase the entire car and the edges.
4. ctrl+J the background again to do the rims
5. lasso tool around the rim and tire
6. filter>blur>radial blur. set the amount.. do that for both rims

DONE

thanks i kinda messed up on the tint (i was being lazy).

but the angled wheels don't work the same way =/

to change the hardness of the brush.. it's in the same box where u change the size of the brush

not exactly sure what you mean in step 3

during step 3, i have 2 layers, right? background and copy of the background. so i want to erase the entire car in layer 2 (copy of the background)?

for step 3.. just erase your car.. leave the background alone.. it makes it look in focus nd leaving the background moving..

during step 3.. u should have 2 layers.. background and the copy of background
