so as you can see, i'm trying to learn how to do motion shots with photoshop. any helpful tips would be appreciated!

make separate layers of the same pic; body, each wheel, and background.
1. body layer - erase the rest of the nonbody.2
2. with the elliptical marque tool each wheel, radial motion blur each wheel.
3. normal motion blur the background.
just experimenntal with the filters. should be good to go.

well i made 2 layers for each wheel and 1 layer copy of the background...
but i didnt do any erasing or use the elliptical marque took...what does that do? i dont even know where that is!

edit- if you think about it the background shouldn't be blurred or out of focused because its stationary, the object moving in this case the car should (i think)
be blurred
