the way it was explained by Hai is that if we opened our hoods it would somehow constitute a "car show" 
To have a "car show" we would have needed a permit... Hai didn’t think getting together and looking at each other’s cars fell in the category (and who would)...
It's all about overzealous minimum wage park clerks that want to levy what little control they have in their f-ing worthless job.
Sorry, that's a little harsh, but damn they made hundreds of dollars off us to use the park that tax dollars pay for!
