from my understanding, cali is the most strict on emissions. i know jersey did away with the state safety inspection b/c it was costing them too much money. if i recall it was something near 12 million a year and with only a 6% failure/rejection rate. its a win/win for the state. they save money by not having a mandatory safety inspection and now they will be able to issue many more tickets for repairs and such that would normally be pointed out to drivers during inspection.

the law is 26" from the center of the low beam.

Since our lowbeam light is at the top of the fender, we could be slammed to the ground and still be legal
