sinful enhancements. they did rado's widebody tc. it's in spring valley i think. if u really wanna be cost effective i know this vato who's done work on my old car. painted a spoiler for cheap and did a really good job.
Looks like someone backed into your bumper and a tow-hitch or something metal and left indentations. If you want a semi-cheap fix, you can sand it down and use some touch up paint(in layers) and then add clear on top. Then you need a buffer (rotary is best) with a couple compound/polishes to get out sanding marks, etc. I am in San Diego and will show you how if you want.
oh yeah..thanks for all the suggestions guys..i'll definately look into those. i'm actually kinda leaning towards just leaving it since it isn't too noticable unless you know it's there but we'll see. Dan_K that would be great if you can give me more details about that technique of yours since i'm already in san diego. i'll shoot you a PM, thanks!
