Which set-up will give the best ride?

Which of these two set-ups will produce the softest, most comfortable ride.

20" wheels
-or-
19" wheels lowered

I've been in a G with 19's and I have 20's. Honestly I don't think it's much difference with 19's or 20's. At those sizes it probably depends on brand, size and rating tires you go with.
