Mounting and balancing 17" Tires

What would be a fair price to pay to have a set of 4 tires mounted and balanced on a set of 17" rims?

I know in Canuck land where I live it is $15 to $20/rim to remove and replace tires and balance with stick-on weights on alloy rims.

Do you think it would be less if there was no tires on the rims to remove?

I don't think it would be much less than $15.
