TPMS not working??

i do not think my TPMS works. i noticed my tire very flat(15psi) and my light did not come on. i do have aftermarket wheels, but i did installed the sensors. is there any way of checking if there is a malfunction with my TPMS? is there a fuse for it also?

I think you have to drive for like a while for them to come on?

i've read around and some people are saying when it gets flat the light will come on right away. 15psi is very low. also when i put on my winters rims(with no TPMS) the light still didn't come on. i drove all winter still no warning light.
