A situation... can I fit 10mm spacers on my rears...

I have 19x9.5 +24 in the rears with 275/35/19 tires. There is about a little less than 1 finger gap from the fender to the tire vertically. There is about 1/4 inch gap between the rim top to the edge of the fender horizontally.

Here are my requirements: I basically want it as close to perfectly flushed as possible without it sticking out at all, and I want to have minimal camber. I commute a lot and want to have my tires last as long as possible.

I was originally thinking 10mm would do it, but upon measuring with a ruler, it seems 5mm would be the max for what I want. Anyone want to help me out with this?
