If he keeps the same overall wheel diameter (meaning a lower tire profile as he gets larger rims), it shouldn't impact his gearing. Wheels are part of the gearing too

i think you should clarify if you mean larger rim w/same overal diameter or larger diameter wheel and tire.
if you mean the latter, your acceleration will suffer on the track, but you will increase gas mileage if you do a lot of highway driving.

I actually like the look of a 1" smaller wheel on the front. Always thought the Vette's looked cool like that...
If the overall tire height is more... Then your speedo will read slower than you really are and you will essentially save milage on your car/odometer. SOoooo, with that in mind I see a Street Advantage there...
