So I got my toe bolt installed and had an alignment done.

The best they could do with my hardware (rear Ichiba camber arm and toe bolt) was -2.5 camber on each side in the rear and -3 on each side up front. This was the best camber setting I could get and still keep the toe perfect. The squealing sound went away because my toe on one wheel in the rear was .86 degrees before the alignment.

They said my two options are to raise the car a little bit, or get front A arms and a rear toe arm (that would replace the spring perch, so I'd have to get true coilovers).

Sounds like they didn't install the toe bolt in the right location or they didn't dremel the holes correctly. You should be able to get less negative camber in the rear with toe bolts

^^ Actually (on the rear) they were able to get the toe perfect and have the camber at only -1.6 degrees. They were able to do this ONLY on one side on the rear, and the other side would only go down to -2.6 with perfect toe. They didn't know why this was and I told them it might have been because I was hit on that side before and my wheel was damaged a bit. They told me that the best they could do was to match them up instead of having them so mismatched, and I said that's fine.
