The center hole for the hub was machined to be exact size of the center hub diameter so that the spacer stays centered when bolting your wheel back on. And yeah the wheel still has space to sit on the stock hub.
There are those universal 3mm spacers that have oversized center hub holes like this
that won't stay centered when bolting your wheel up.

^ that is not what makes a spacer hubcentric though. hubcentric spacers would have a machined lip that replicates the same width of the hubs bore or inner wheel bore so it evenly distributes weight and any other forces through to the hub and not just onto the lugs themelves. your spacers would be considered lugcentric. here is an example of the differences:
