Possible to Clean?

Had a shop work on my car and when I got it back, I started to have these smudges. I went back to them and they used some white compound (rubbing compound but not that red stuff at walmart, it was a liquid white substance) that took a some of it off. Now they tell me I have to leave it overnight for them to polish it to clean it off.
So is there a way for me to clean this off?

What kind of wheels are they? The lips appear to be polished, so yes you can remove the smudges.
