19" OEM Wheels - Black spots / Defects

Has anyone had a warantee replacement of their 19" Infiniti wheels?

My car has these ugly black spots and streaks. I tried to clean them, but am convinced it is the wheel itself and not tar.

Could you perhaps post up some pics? You will be better served if others can view what your wheels issues are.
