Can this be buffed out?

Hey guys, my car was parked at college and someone scraped my rear bumper on the passenger side. They did not leave contact/insurance info unsurprisingly.

Can this be buffed out? I would be happy with a buff if it was able to get 90% of the scratches out. You can't see them if the area is wet so I'm thinking it's clear coat only? Also the scratches are smooth you can't really feel them if you go over with finger.
I sent a this pic to bodyshop and they want 120 to buff it of 320 to repaint.

Damn, fool, don't pay someone to do that!

Get some 1500 grit sandpaper and wet sand it very lightly until those scratches are gone and then use rubbing compound to buff it out and then give it a wax. Simple as that. Those streaks are actually the other guys paint on your car. Its a very similar procedure to restoring headlights.

Any car wash that has a high speed buffer and some compound could make that disappear! Clean the area first, shouldn't cost more than $20= to fix. Even if you wet sanded the area first, you'll need a high speed buffer to bring the shine back...Gary

Thanks guys, I was freakin out here thinking I'm gonna have to spends 100-300 dollars on this. Now I can fix this and get new rotors and breaks this week

Edit: although now that I think of it, the car that was parked by me was an older ford explorer that had the plastic trim, so can it be paint from the plastic? Here is a pic of how the car that was parked on that side of my car today looked...

You guys got any suggestions where and which of those 20$ buffer kits to use for this? Also any good tutorials to follow? Never done any paint work on cars yet...

I would recommend starting out using meguiars scratch x. $20 polisher is a waste of $20 IMO. If it is paint transfer, a clay bar should get most of it off.

If it catches you fingernails you will definitely need to wet sand. Try to start with at least 2000-1500 grit first. Take it slow as even high grit sandpaper like 1500-2000 will eat through the thin clear in no time.

Never had experience with the turtle wax kit. Looks like is gives you something to wet sand with. It says it has a clear coat pen (that sounds like a gimmick). I typically use meguiars products. I put some swirls in my bumper trying to get a water stain off using a magic eraser....stupid I know, but scratch x 2.0 on an applicator pad with elbow grease got rid of it.

Hmm I've been reading some good reviews on scratch x 2.0. Since it doesn't use wet sanding, do you guys think it will be enough to remove more noticeable/bigger scratches where the fender around wheel is?

Aside from clay bar, a compound like scratch x is the least abrasive method. If it were my car, I would start light and work my way up the abrasive ladder.....clay, then compound and then wet sanding if the compound isn't enough.

does anybody have any idea's on what this could be? luckily it comes right off when i use just a dab of spit / my shirt.... if i tried hard enough i could easily find 5+ photos of marks like these happening all over my car... its either my father doing it and of course not telling me ( because nothing is ever his fault and he wont ever fix it out of his pocket ) or some idiot drivers hitting me when im working... but my car is always in plain view i rarely keep my eyes off it lol... downtown providence for you... junkies and bums...

Thread jacker! Looks like scuff marks you see on a gym floor. Probably someone walking by & dragging something across it. Purse/gym bag etc.
