Ok I'm confused. You said you had a system installed, but then said you had your radio replaced by the dealer. Is this an aftermarket system?
Assuming it is, the whine and noise you are experiencing often happen. One of the major causes for this is bad grounding. Make sure you have good grounds to the chassis of the car.
Sometimes people get alternator whine and things like that through their speakers. There are filters you can buy that go to your power wires. If the grounding doesn't fix it all, I suggest trying something like that.
However, none of us can really help you till we know what you have. If you have an aftermarket amp powering all of your speakers, that wiring for that amp could be the problem. More details please regarding your system, including the wiring used is needed.

I have jl xr650 comp for front, jl vr650 cxi for rear, jl 300/4 and 500/1 pushing jl 10w3v2 in 4080 box, I used Stinger 4 gauge power cable for the system, the head unit is the stock bose. I had whining noise the whole time after i installed them. I've try different grounding points, check all my speaker wires and everything, but nothing seems to work. recently the head unit went bad, i brought it to the dealer and they replaced it under warranty. I just notice last week when i took my car for a ride in the evening, i found out the whole dash does not light up, the headlight works fine, stereo works fine, it just doen't light up?????? I am not sure if that has anything to do with the dealer changing out the head unit???

Well everything was fine before they changed the head unit (other than noise), I'd say there is a problem with whatever they did.
Regarding your whine, could be a few things. Potentially you have alternator whine through the power wires to your amps. Make sure you have good grounds on your amps. You will have to eliminate things one by one. If it is potentially the head unit, then you could try an inline noise filter on the HU.

Your dash lights and tail lights all being off indicate a fuse. There is one fuse that controls all of those items. Don't remember exactly where it is, but just start checking your fuse panel. As far as the whine, it is definitely a grounding issue. How long is your grounding wire? Less than 18"? Where did you ground it? An existing bolt or did you create your own? Make sure all the paint is gone where you grounded. Make sure your power wires and speaker wires don't run parallel with eachother. Make sure you ground your amps at the same point. If worse comes to worse, you can always run your ground wire back to the battery terminal, eliminating any potential ground interference. (you will find that people have different opinions on this solution)
