is there a difference and reason why the fsm says to park 32.8 ft away from wall/screen but the general rule is 25 ft?

My G was hit and the driver projector was replaced. After the body shop had installed the new projector and aligned it I noticed the driver headlight was a little lower. I had them re-do it and they said the driver's side is supposed to be slightly lower to not blind on coming traffic. Is this true?

Finally adjust the headlight.
You have to turn the 8mm hex screw counter clockwise

Sorry but the picture was taken with the headlight upside down from another member.

The red circle are 8mm. in which u need to turn clockwise for down ...and counter clockwise for up
